The scenario library — exactly 20
One workflow family (refund issuance; invoice recovery and write-offs as variants), twenty deterministic scenarios. Every scenario runs the full cost module — both exposures, every time; family membership names the failure the scenario is built to exhibit, never a reduced module. The verdicts below are computed live by the same runner the workbench uses.
A FAIL verdict is a finding about the scenario's policy configuration: the run exhibits the failure the scenario exists to expose. A PASS means the configuration held — a ceiling enforced, a gate denied, an escalation fired. The library is capped at 20 by design; expansion is gated on the concierge validation of the export split.

Family coverage
ceiling-fires a declared ceiling enforces and stops the exposure · ceiling-absent the cliff is the missing ceiling · alert-only the ceiling notifies and execution continues · authority grants, delegation, approvals, limits · loop-trigger retries, echo loops, replays · benign-control the module must be able to not find a cliff.
